The Ministry of Environment, Urbanisation and Climate Change published two important regulations in the Official Gazette, issue No. 33331 of 5 August 2026. With these regulations, the preparation, submission and approval of the architectural and engineering projects required for a building permit are moving to a digital environment step by step.
Which regulations were published?
- Regulation on the Digital Preparation of Architectural and Engineering Projects: Sets out the rules for preparing, in digital form, the architectural, structural, electrical and mechanical projects submitted with a building permit application.
- Regulation on the Electronic Submission and Management of Architectural and Engineering Projects: Regulates the submission, review, approval and archiving of projects via the Electronic Project Management System (e-PYS).
What is changing?
- 2D drawings will be submitted in PDF/A format; common standards will apply to layers, symbols and line types in CAD files.
- BIM (Building Information Modelling) based projects will be submitted separately for each discipline in IFC format.
- PDF files created by printing on paper and scanning will not be accepted.
- The architect or engineer of record will upload the projects to e-PYS and will be responsible for the accuracy of the uploaded information.

When do they enter into force?
The digital preparation regulation enters into force on 1 September 2027 and the e-PYS regulation on 1 September 2028. Implementation is expected to start in stages according to building size and municipal population. Projects whose permit applications are submitted before the transition dates will not be affected by the new rules.

Is your villa within the scope?
Both regulations cover new buildings in areas with a zoning plan. However, detached buildings with no more than two storeys excluding the basement and a total construction area not exceeding 200 square metres are excluded. This means the current process will largely continue for a small detached house, while villa projects exceeding these limits will be prepared under the new digital rules.

What does this mean for us?
We already prepare our projects digitally and review them with our clients through video calls and screen sharing. Moving the permit process online means a more transparent and traceable process, especially for clients who live outside Muğla and follow their project remotely.
